Are cheap bikes safe to buy on Ebay?
I have faith in the small sellers who buy and refurbish old bikes, but I’m wondering about the online stores that sell wheels and frames for cheap. http://stores.shop.ebay.com/Bike-Island-Site this site in particular. They sell very cheap but should I trust their quality and authenticity?
Junk as in knock off? or “fell off the back of a truck”?

is there a good bike shop around san francisco that has cheap but good quality bikes?
I’m looking for a bike shop or some bike shops around the san francisco area that has cheap bikes but that are still pretty good quality.
Cheap is cheap. No way around that. Don’t expect miracles.
But you can get inexpensive bikes.
Option 1: entry level bikes at your local bike shop. Try several until 1 stands out as the best bike. This is the bike that fits you best and is really key to a long term good bike for you.
Option 2: Go used and try have a bicycling buddy go with you to evaluate the bike. A used bike can be a surprisingly good value. Craigslist.org is a great resource.
Be willing to check out a few bike stores. Don’t just go to 1 shop and decide immediately. Check out the various brands and see which one fits you best.
Last, just remember, it should be fun to ride. Have fun!
