What enduro, dirt bike or street legal, would you recommend?

I am willing to pay $ 1,600 or less. I am looking for a new bike preference used especially on the road. Something that is not only nominal 70 mph, but can actually go 70 mph. I also get good gas mileage … possibly around 70mpg or more

Nothing can be purchased for $ 1600 new. Even China and Taiwan questionable built motorcycles. For $ 1600, you have to buy used, and you're stuck with what is available.
